Review of the IAEA Regulations for the Safe Transport of Radioactive Material (TS-R-1) [updated information]

The IAEA is intending to update their Regulations for the Safe Transport of Radioactive Material (TS-R-1) to:
  • take into account the TRANSSC 19 decisions on the issues requiring regulatory change (a summary of the key issues agreed are in the Annex); and
  • remain consistent with the review cycles of the UN Committee of Experts (which produces “model regulations” for the transport of all dangerous goods) and the various international modal organizations (which produce mode-specific dangerous goods regulations).
 
The objective of TS-R-1 is to establish requirements to ensure safety and to protect persons, property and the environment from the harmful effects of ionizing radiation in the transport of radioactive material by requiring:
  • containment of the radioactive contents
  • control of external radiation levels
  • prevention of criticality; and
  • prevention of damage caused by heat.
 
The draft is a revision of the 2009 edition of TS-R-1 and, once approved, will replace the existing publication.
 
In order to produce an updated version of TS-R-1, the IAEA has requested comment in relation to:
  • Relevance and usefulness: is the stated objective of the document appropriate, and is it met by the document?
  • Scope and completeness: is the stated scope appropriate, and is that scope adequately covered by the document?
  • Quality and clarity: do the requirements/guidance in the document represent the current consensus among specialists in the field, and are they expressed clearly and coherently?
 
Comments of an editorial nature will be considered however, it should be noted that the document will be comprehensively edited by the IAEA Secretariat before its final submission to the IAEA Safety Standards Committees for endorsement.
 
Any comments should refer to the relevant paragraph number in the document and when appropriate, should propose alternate text.
 
The IAEA Secretariat has asked that Member States forward coordinated comment so that it does not receive numerous differing views from each Member State.
 
While the IAEA has requested comment by 16 November 2010, I would ask that you forward comment to me by:

in order that we can forward a co-ordinated Australian response to the IAEA.
