Under broad direction from the Director Safety Systems, you will be responsible for developing ARPANSA’s ongoing strategy and approach to holistic safety focussing on human and organisational factors. You will integrate this into ARPANSA’s regulatory oversight program and management system. You will be actively involved in stakeholder meetings and regulatory inspections. Working with in partnership with ARPANSA’s Branches and Offices, you will use your knowledge of human and organisational factors to contribute to the development and implementation of strategies and initiatives that promote a strong safety culture and drive improved performance across the agency.
Key accountabilities
- Lead the ongoing development of ARPANSA’s holistic approach to safety and its integration into regulatory oversight activities.
- Provide human factors and organisational factors specialist support to ARPANSA’s inspection program. This may include the impacts of human performance, human factors assessments, physical ergonomics, leadership, and culture for safety, on the safety performance of licence holders. You may support lead inspectors in the areas of human and organisational factors, both on inspections and through review.
- Develop and deliver internal and external training on human and organisational factors.
- Plan and implement safety culture assessments as required.
- Lead the planning and conduct of thematic inspections, targeting human and organisational factors with the support of regulatory intelligence.
- Contribute to the development and implementation of agency wide strategies and initiatives that promote holistic safety and support achievement of corporate objectives.
Our ideal candidate - job specific capabilities
To be considered for the position, you must hold a minimum qualification of a masters of psychology (organisational) from an Australian university or alternative or have comparable qualifications in human factors or equivalent experience in human and organisational factors. Preferably you will be an AHPRA endorsed organisational psychologist or working towards endorsement.
You will possess personal drive and integrity, excellent communication and consultation skills and expertise in writing scientific and/or technical documents. You must be able to work cohesively and collaboratively within a diverse team environment. be influential in person and demonstrate a high level of attention to detail.
You will have experience in the practical application of organisational psychology knowledge to workplaces and preferably applied in a high reliability organisation. Training can be provided in the areas of radiation protection, nuclear safety, and regulation as necessary.
You must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate from time to time as required. ARPANSA requires all new employees to obtain and maintain a Baseline security clearance as a condition of engagement.
Selection criteria

- Experience in the provision and assessment of human factors and organisational factors (including culture for safety), ideally through the application of organisational psychology principles.
- Demonstrated ability to lead the development and implementation of strategies and change initiatives to improve organisational performance.
- Proven ability to influence through giving objective, strategic advice to executives based on business intelligence.
- Well-developed communication and interpersonal skills to represent the regulatory body in managing complex and sensitive relationships internally and externally.
- Highly developed administrative and organisational skills, including the ability to plan and lead projects that meet targets, standards, and outcomes.
- Strong knowledge of system safety approaches, human factors, process safety and their application in high-risk organisations.
